I have had the most luck finding cheap cars in my own neighborhood. There is a section of one of the main streets here in my city where people park their cars that they want to sell. It kind of like going to a car dealership where rather than have sales people hound you, you get to call them when you need them and they come down to talk to you. That’s a really good thing, if you ask me! Armed with some basic negotiating skills, I can bargain the price of the car that I am interested in down to a price that I can afford. I have a close friend that is a mechanic, and he has come with me in the past to help me make sure I’m not buying a “lemon”.
